All Providers – Vendor Set Up Through State of Idaho’s Controller’s Office

If CVCP is paying you directly as a Provider (vendor), you must first visit the State of Idaho’s Controller’s Office website and set up a vendor profile in the PaymentWorks system.

PaymentWorks is an online vendor registration system. The website is: https://transparencyresources.idaho.gov/Pages/Vendor-Management-PaymentWorks.aspx, you can also call the Idaho State Controller’s Office at 208-334-3100 for assistance with this process.

Medical Providers 

Please review Idaho Codes §72-1026 and Administrative Rules Under the Crime Victims Compensation Act. Payments made by the CVCP are based on the medical fee schedule authorized under administrative rules. Payments will be based on the medical fee schedule in place at the time of service. Additionally, a medical provider who accepts the full allowable payment from the commission under this chapter for medical services provided to a victim or claimant shall be deemed to have agreed to accept those payments as payment in full.

 

Medical Provider Billing

CVCP requires the following documents from medical providers to process their bills:

  •  Bills should use the standardized format (UB04 or CMS 1500) and contain CPT codes and dates of service.
  • Treatment records and reports for each billed date of service.
  • Explanation of Benefits (EOB) if insurance was billed or if the victim/parents/guardians paid out-of-pocket payments to you or a Patient’s current financial statement (even if zero balance).

Medical Billing, Insurance, and CVCP

For medical services, including dental, vision, and hearing, victims using Indian Health Services (IHS) should have bills sent directly to CVCP before seeking reimbursement from IHS. Treatment billing should be routed through patients’ private insurance, Medicaid, Medicare, and Veterans Affairs before CVCP reimbursement.

Mental Health Providers 

Please review Idaho Codes §72-1026 and Administrative Rules Under the Crime Victims Compensation Act. Payments made by the CVCP are based on the medical fee schedule authorized under administrative rules. Payments will be based on the medical fee schedule in place at the time of service. Additionally, a medical provider who accepts the full allowable payment from the commission under this chapter for medical services provided to a victim or claimant shall be deemed to have agreed to accept those payments as payment in full

 

Mental Health Provider Billing

CVCP requires the following documents from mental health providers to process their bills:

  • Current bills for the victim: Ideally, bills should use the standardized format (UB04 or CMS 1500) and contain CPT codes and dates of service. Superbills- which include CPT codes and dates of service, are acceptable. 
  • Copy of the initial assessment or intake performed by a licensed mental health professional in Idaho.
  • Complete and return the CVCP Mental Health Treatment Form (insert link to the forms page).
  • Explanation of Benefits (EOB) if insurance was billed or if the victim/parents/guardians paid out-of-pocket payments to you or a Patient’s current financial statement (even if zero balance).

 

Mental Health Billing, Insurance, and CVCP

For mental health treatment victims using Indian Health Services (IHS) should have bills sent directly to CVCP before seeking reimbursement from IHS. Treatment billing should be routed through patients’ private insurance, Medicaid, Medicare, and Veterans Affairs before CVCP reimbursement. If the mental health provider does not accept the victim’s insurance, please indicate ‘no’ on the CVCP Mental Health Treatment Form.

Below are some Frequently Asked Questions and Answers to further aid you in your understanding of the Idaho Crime Victims Compensation Program:

  • If found eligible, can a victim of a crime use all $25,000.00 of their benefits for counseling/mental health? 
    • Mental health benefits the Program pays for counseling are subject to a $2,500.00 maximum. The Program may provide additional mental health benefits if there are extenuating circumstances. Extenuating circumstances mean that a victim requires further mental health treatment due to trauma arising out of covered criminal conduct to perform significant life functions or the activities of daily living, per Idaho Code §72-1003(6). The victim/claimant must contact the Program to request additional benefits once the maximum benefit is exhausted. 
  • Are there any other limitations on what CVCP’s mental health benefits cover?
    • Yes, see the additional limitations below:
      • CVCP only reimburses for mental health treatment that is a direct result of the crime for which a victim has been found eligible. If it is determined that the percentage of crime-related treatment has changed at any time, the treatment provider is responsible for providing the updated information to CVCP.
      • The Program will not consider payment for sessions that include the offender or an accomplice to the crime. As outlined in Idaho Code §72-1016(2).
  • Does CVCP Reimburse victims for Out-of-Pocket expenses paid to a provider?
    • Yes, if a victim is found eligible and paid for medical bills or other crime-related expenses, the program may reimburse them.

Funeral Providers 

At CVCP, our primary mission is to support families during these challenging times by alleviating the financial burden for victims of crime and their families associated with funeral and burial costs. We believe every individual deserves a dignified farewell and strive to ensure that financial limitations do not hinder that right. CVCP can assist with a variety of funeral expenses, including but not limited to:

  • Basic funeral home services
  • Transportation of the deceased
  • Caskets and urns
  • Burial plots or cremation services
  • Cemetery fees
  • Memorial service costs

By law, CVCP is a payor of last resort. Meaning if the victim qualifies for compensation from other sources, like burial insurance, that must be used before the CVC Program.

Funeral Providers Billing

In order for CVCP to process the bills associated with this victim, we will need the following:

  • Signed and detailed Funeral Agreement
  • Proof of payment for funeral expenses
  • Burial or life insurance details, if applicable
  • Burial Transit Permit (AKA removal or disposition permit) for transporting the deceased.

 CVCP understands that each family’s needs vary, and we are committed to working closely with local funeral directors to provide tailored solutions that meet those needs. CVCP can also reimburse the provider or family members for some travel expenses associated with the funeral and for expenses paid out of pocket (by family members).
